What is Intelligent Speed Assistance (ISA)?

An ISA device is an aftermarket, in-vehicle technology that uses location-based and speed limit data to recognize when a vehicle is speeding, alert the driver, and, in some cases, regulate the vehicle’s speed.

Speed Aware Intelligent Speed Assistance is the latest innovation in active speed limiting, a specific type of ISA that regulates the speed of the vehicle based on real-time speed limits and program requirements.

An active ISA device automatically moderates speed. An ISA device does not apply the brakes. Instead, it limits throttle input to keep the vehicle within the legal speed limit.

How Does an ISA Device Work?

Step 1 – Speed Limit Detection

The device uses real-time location-based data to recognize speed limits.

The system updates in real-time as the vehicle moves through different speed zones.

Step 2 – Alert

When the driver exceeds the speed limit, the ISA device provides a real-time alert.

Alerts may be visual, audible, or delivered through haptic feedback (e.g., accelerator pedal resistance).

Step 3 – Active Speed Limiting

If the driver continues accelerating beyond the limit, the device gently moderates the accelerator pedal response.

Active speed limiting keeps the vehicle within the allowed speed limit smoothly and without sudden braking.

The driver remains in control of steering, braking, and all other vehicle functions.

Types of ISA Systems

Speed Aware is an active ISA device, which means it’s an aftermarket device that the driver cannot deactivate themselves. However, there’s more than one type of ISA system, and it’s important to know which one you’re using. These are the basic differences:

Active ISA (Limiting)

Gently moderates the accelerator pedal response when a vehicle exceeds the speed limit.

The most effective form of ISA for compliance programs and state mandated use.

Speed Aware uses active ISA technology, which means it cannot be deactivated by the driver.

Adaptive ISA

Dynamically adjusts speed limits based on road conditions, traffic, or weather.

Common in OEM/built-in vehicle systems that can be deactivated by the driver.

Passive ISA (Advisory)

Warns the driver with a visual or audible alert when the speed limit is exceeded.

The driver can choose to comply, but there’s no automatic intervention.

What is an ISA Device Used For?

Drivers with repeated or high-risk speeding violations may be ordered by a court or state motor vehicle agency to install an Intelligent Speed Assistance (ISA) device as an alternative to license suspension. Several jurisdictions have adopted legislation supporting these programs, including Virginia (HB2096, effective July 1, 2026), Washington D.C. (STEER Act, 2024), and Washington State (RCW 46.20.760, effective 2029).
